Petrock & Fendel traces its origin to 1978 when James J. Petrock left the legal division of the Denver Water Board to enter private practice. Jim and Rick began practice together in 1980. Since that time, the firm has successfully represented both public and private sector clients in water rights, real estate, civil litigation and administrative hearings, including trials and appeals. We specialize in all matters relating to water law and local government law.

Our water work includes water rights acquisition, planning and development, changes of water right, exchanges, augmentation plans, ground water rights including Denver Basin rights, exempt water structure and wells, water court litigation, adjudications and appellate practice before the Colorado Supreme Court, and administrative proceedings before the Colorado Ground Water Commission and State Engineer. We have extensive experience in well permitting and water title examination.

Our local government work includes experience with municipalities, counties, special districts, utilities, land use, zoning and zoning enforcement, eminent domain, governmental powers, elections, personnel, real estate, and contracts. We have been Gilpin County Attorneys since 1981 and represent many special district clients (link to representative clients).

We also offer experience in real estate, contracts, business formation, corporate and partnership affairs, general civil litigation, and appellate practice. Our litigation practice includes advocacy in state courts throughout Colorado, the United States District Court, and appellate practice before the Colorado Supreme Court and United States Tenth Circuit Court of Appeals.
